The study programme accreditation procedure assesses the quality of the study programme against the ESG standards, in accordance with the Law on Higher Education, its alignment with professional needs and adopted standards, its comparability with the same or similar programmes abroad, as well as the scope and credit valuation of practical training.<\/p>\n

Study programme accreditation is granted for a period that is two years longer than the duration of the study programme.<\/p>\n

The Agency for Quality Assurance in Higher Education is responsible for conducting the accreditation procedure for study programmes delivered by higher education institutions in Montenegro.<\/p>\n

If an institution organises studies in cooperation with a domestic or foreign institution accredited by quality assurance agencies of European Union Member States, accreditation of the study programme is not carried out.<\/p>\n

STEPS IN THE ACCREDITATION PROCEDURE<\/strong><\/p>\n

  1. No later than six months before commencing its operations, the higher education institution must submit to the Agency an application for accreditation of the study programme, together with a report on compliance with the standards and criteria, using the prescribed form (Application Form for the Accreditation of a Study Programme<\/u> | Application Form for the Accreditation of a Doctoral Study Programme<\/u> | Application Form for the Accreditation of a Study Programme in English<\/u> | Application Form for the Accreditation of a Distance Learning Programme<\/u> | Application Form for the Accreditation of a Study Programme for Initial Teacher Education<\/u>).<\/li>\n
  2. Along with the accreditation application, the higher education institution submits the documentation specified by the standards for the evaluation of study programmes, the opinion of the Qualifications Council, and proof of payment of the administrative fee.<\/li>\n
  3. The Agency checks the formal completeness and timeliness of the accreditation application within 5 days from the date of submission.<\/li>\n
  4. If the documentation is incomplete, the Agency notifies the applicant in writing to supplement the documentation and submit it within 8 days from receipt of the notification.<\/li>\n
  5. If the applicant does not supplement the documentation within the specified deadline, the Agency will reject the accreditation application by decision.<\/li>\n
  6. If the application is complete, the Agency establishes a Commission for the accreditation procedure, composed of independent experts from Montenegro and abroad selected from the List of Experts. The Accreditation Commission consists of a chair and two members, or a chair and four members where two or more related study programmes are subject to accreditation.<\/li>\n
  7. The Agency delivers the decision establishing the Commission to the higher education institution within 7 days from the date the decision is adopted.<\/li>\n
  8. The higher education institution has the right to object to the decision establishing the Commission where grounds exist under Article 68 of the Law on Higher Education relating to conflicts of interest.<\/li>\n
  9. For each commission, the Agency appoints a member of its staff to perform administrative and technical tasks (hereinafter: the coordinator).<\/li>\n
  10. The act establishing the Commission regulates its composition, tasks and other matters relevant to its work. Detailed working and decision-making arrangements are governed by the Rules of Procedure of the Commission for Study Programme Accreditation.<\/u><\/li>\n
  11. Before the Commission begins its work, the coordinator briefs the chair and members on the procedures, deadlines and preparation of the study programme accreditation report.<\/li>\n
  12. In order to establish facts relevant to the decision on the assessment of the study programme, the Commission visits the higher education institution that submitted the accreditation application.<\/li>\n
  13. Based on the accreditation application and other submitted documentation, the Commission prepares an accreditation report and submits it to the Agency within 30 or 60 days from the date the Commission is established, depending on the number of study programmes being accredited (<\/u>Report Form for the Accreditation of a Study Programme<\/u> | Report Form for the Accreditation of a Doctoral Study Programme<\/u> | Report Form for the Accreditation of a Study Programme in English<\/u> | Report Form for the Accreditation of a Distance Learning Programme<\/u> | Report Form for the Accreditation of a Study Programme for Initial Teacher Education<\/u>).<\/li>\n
  14. The accreditation report specifically contains: an assessment of compliance with the standards for evaluation of study programmes; identified shortcomings of the study programme being accredited, with explanations and suggestions for remedying them; recommendations for improving the study programme; and the Commission\u2019s position on accreditation of the study programme. The accreditation position may be: acceptance of the accreditation application or rejection of the accreditation application.<\/li>\n
  15. Within 5 days of receiving the accreditation report, the coordinator checks whether all Commission members have assessed all accreditation standards in the report. If the coordinator determines that all standards have not been assessed, the report is returned electronically to the Commission for supplementation, and the Commission must submit the supplemented report to the Agency within 8 days.<\/li>\n
  16. The Agency delivers the accreditation report to the higher education institution within 7 days from receipt of the report.<\/li>\n
  17. The higher education institution has the right to object to the accreditation report within 30 days from the date the report is delivered.<\/li>\n
  18. A decision on the objection is made within 30 days from the date the objection is submitted. An administrative dispute may be initiated against the decision on the objection.<\/li>\n
  19. Based on the study programme accreditation report\/decision on the objection, the Agency adopts a decision on accreditation of the study programme and issues an accreditation certificate, or adopts a decision rejecting the accreditation application, within 8 days from receipt of the report. Together with the accreditation decision and certificate, or the decision rejecting the accreditation application, the Agency delivers the study programme accreditation report to the higher education institution.<\/li>\n
  20. Upon completion of the procedure, the accreditation decision and accreditation report are published on the Agency\u2019s website.<\/li>\n<\/ol>\n
