Higher education in Montenegro is provided by higher education institutions established and licensed in accordance with the Law on Higher Education. The aforementioned Law stipulates that higher education institutions may be universities, faculties, academies of arts and colleges, and may be established as public or private institutions.
In order to meet the requirements for establishment and operation as defined by the Law, an institution is required to hold an accreditation certificate for a study programme, which is issued by HEQA following a successfully completed evaluation procedure (Article 23, paragraph 1, item 1 of the Law on Higher Education).
Currently, higher education in Montenegro is provided by a total of 11 higher education institutions, comprising 4 universities and 7 independent faculties.
These institutions offer a total of 295 study programmes under the 3+2+3 model, of which 40% are Bachelor’s programmes (120 programmes), 45% are Master’s programmes (133 programmes), and 15% are doctoral programmes (42 programmes).
On average, approximately 23,000 students are enrolled annually across all three levels of study, while approximately 4,700 students graduate. The largest number of study programmes (180) is offered by the University of Montenegro, which comprises 18 faculties, one academy of arts, and the Institute for Interdisciplinary and Multidisciplinary Studies. This accounts for 60% of all study programmes in the country. The remaining 40% of programmes are provided by private universities, private faculties, as well as one public faculty.
The total number of students enrolled at all levels of study in the 2025/2026 academic year is 20,656, of whom:
- 16,585 students are enrolled in Bachelor’s programmes;
- 3,840 students are enrolled in postgraduate programmes (specialist and Master’s programmes);
- 231 student is enrolled in doctoral programmes.

The total number of graduates in 2025 was 3,645, of whom:
- 2,365 graduated from Bachelor’s programmes;
- 1,254 graduated from postgraduate programmes (specialist and Master’s programmes);
- 26 graduated from doctoral programmes.

Of the total number of students enrolled in the 2025/2026 academic year, as many as 66% are enrolled at the University of Montenegro.
Of the total number of graduates in 2025, 55% also graduated from the University of Montenegro.
Study programmes offered by higher education institutions in Montenegro undergo external quality assurance carried out by HEQA through the accreditation of study programmes and the reaccreditation of higher education institutions. In addition to external quality assurance, HEQA also accredits special programmes in higher education.
Since its establishment, the Agency has carried out:
- 105 accreditations of study programmes;
- 25 reaccreditations of higher education institutions;
- 5 accreditations of special programmes in higher education.
