MISSION
HEQA contributes to the continuous enhancement of the quality of higher education in Montenegro by implementing transparent, independent, and evidence-based external quality assurance processes, in cooperation with relevant stakeholders and in accordance with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) and international good practice.
VISION
HEQA is a credible and internationally recognised partner to higher education institutions and other stakeholders, recognised for its independent, transparent, and evidence-based approach to quality assurance and its contribution to the continuous enhancement of the higher education system in Montenegro, which is integrated into the European Higher Education Area (EHEA).
OBJECTIVES
The overarching objective of HEQA is to contribute to enhancing the quality, relevance, and transparency of higher education in Montenegro through independent, transparent, and evidence-based external quality assurance, in accordance with European standards and national priorities.
Specific objectives:
- Conduct external quality assurance procedures (accreditation, reaccreditation, and evaluation of special programmes in higher education and micro-credentials) in a consistent, transparent, and evidence-based manner;
- Develop, review, and enhance methodologies, standards, and criteria for quality assurance in accordance with the ESG and international good practice;
- Ensure independence, impartiality, and integrity in all external quality assurance procedures and decision-making processes;
- Conduct research and thematic analyses in the fields of higher education and quality assurance, with the aim of improving policies and practices and supporting the development of the higher education system;
- Provide the public with reliable, accessible, and timely information on external quality assurance procedures and their outcomes;
- Support higher education institutions in strengthening their internal quality assurance systems;
- Promote the participation of stakeholders, including students and international experts, in external quality assurance procedures;
- Enhance international cooperation and contribute to the further integration of Montenegro into the European Higher Education Area.
