The Steering Board has a President and two members, two of which are the Founder’s representatives and one representative of the state administration body responsible for education.
By Decision of the Government of Montenegro No. 04-6371 / 3 of 9 December 2021, prof. dr Nada Jauković, full professor at the Faculty of Metallurgy and Technology, University of Montenegro, was appointed as a President of the Management Board, while as a member of the Management Board was appointed dr Katarina Todorović, who is a teaching associate at the Faculty of Philosophy, University of Montenegro. By Decision of the Government of Montenegro No. 08-100/24-382/3 of 2 February 2024 Mijajlo Đurić, representative of the Ministry of Education, Science and Innovation, was appointed as a member.

The Management Board of the Agency continues its work until the appointment of the Council of the Agency with the competences established by the Law on Higher Education (October 2025).
