Criteria for Establishing an Expert Commission

For the purposes of conducting accreditation procedures for study programmes and special programmes in higher education, as well as reaccreditation procedures for higher education institutions, the Agency for Quality Assurance in Higher Education establishes commissions composed of independent experts from Montenegro and abroad selected from the established List of Experts, which includes representatives of academic staff, students and the business sector.

The commissions conduct external evaluations in accordance with the prescribed rules and procedures.

Accreditation of Study Programmes

The composition of the Commission is determined as follows:

  • The Study Programme Accreditation Commission has a chair and two members
  • A Commission accrediting two or more related study programmes has a chair and four members
  • At least two members of the Commission should be university teachers holding an academic title or scientists from research institutions at which the study programmes being evaluated are delivered

 Accreditation of Special Programmes in Higher Education for Lifelong-Learning Purposes

The composition of the Commission is determined as follows:

  • The Commission consists of at least three members
  • Commission members are selected from the relevant scientific or artistic fields

 Reaccreditation of Higher Education Institutions

The composition of the Commission is determined as follows:

  • The University reaccreditation Commission has at least seven members, while the Commission for reaccreditation of other institutions has at least five members
  • At least five members of the University reaccreditation Commission, or three members for the reaccreditation of other institutions, must be university teachers holding an academic title or scientists from research institutions in the scientific fields in which study programmes are delivered at the institution being evaluated
  • At least three members of the University reaccreditation Commission, or two members for the reaccreditation of other institutions, must be employed at a foreign university or research institute
  • One Commission member must be a final-year bachelor student, master student or doctoral student, selected on the basis of the Agency’s public call. The student may not study at the institution being evaluated and must be recognised for excellence and regular progress in their studies
  • One Commission member may be a professional in the field of the labour market selected from the List of Experts
