Higher Education Institutions

Higher education in Montenegro is conducted at higher education institutions licensed according  to  the Law on Higher Education. The aforementioned Law specified that higher education institutions include universities, faculties, art academies and colleges, which can be established as public or private institutions.

One of the conditions that a higher education institution should provide in order to meet the criteria defined by the Law on Higher Education regarding its establishment, is the possession of an accreditation certificate issued by ACQAHE (Article 23,Law on Higher Education, paragraph 1, indent 1).

In Montenegro, higher education is provided at 8 higher education institutions, of which 4 universities and 4 independent faculties.

Currеntly, 277 study programs according to the study model (3+2+3) are being implemented at all higher education institutions in Montenegro. Of the total number of study programs, 42% are conducted at the undergraduate level (114), 43% at the master’s level (127) and 15% at the doctoral level (36). Analyzing the trend over the last ten years, the approximate number of enrolled students at all levels of study was around 24,500 per year, and approximate number of graduates per year was around 4,800.

The largest number of study programs, 168 of them, are being conducted at the University of Montenegro, within 18 faculties and one art academy. Thus, the share of study programs conducted at the University of Montenegro within the entire system of higher education is 60%.

The remaining 40% of study programs are being conducted at 3 private universities, 3 private faculties, as well as at one public faculty.

The number of enrolled students at all levels of study in the academic year 2023/2024 is 20, 230 out of which:

  • The number of students enrolled in undergraduate studies is 16, 309;
  • The number of students enrolled in postgraduate studies (specialist studies and master’s studies) is 3,689;
  • The number of students enrolled in doctoral studies is 232.

The number of students who graduated in 2023 is 4513, out of which:

  • The number of graduate students in undergraduated studies is 3084;
  • The number of graduate students in postgraduate studies (specialist studies and master’s studies) is 1414;
  • The number of graduate students in doctoral studies is 15.

Out of the total number of students enrolled in the 2023/2024 study year, 68% of them enrolled at the University of Montenegro.

Out of the total number of students graduated in 2023, 69% also graduated at the University of Montenegro.

Study programs conducted at higher education institutions in Montenegro undergo external quality assurance procedure conducted by ACQAHE, according to three types of procedures: accreditation of study programs, reaccreditation of higher education institutions and accreditation of lifelong learning programs.

Since its establishment, AKOKVO conducted:

  • accreditation of study programs (88);
  • reaccreditation of higher education institutions (18);
  • accreditation of lifelong learning programs (4).
